Председателят на българската делегация в ПАСЕ д-р Джема Грозданова внесе проект за декларация подкрепен от председателите на всички политически групи в Асамблеята

На 29 септември 2015г. Ръководителят на българската парламентарна делегация в Парламентарната асамблея на Съвета на Европа (ПАСЕ) и председател на Комисията по външна политика в Народното събрание Джема Грозданова се срещна с председателя на ПАСЕ Ан Брасьор по време на четвъртата редовна сесия на организацията в Страсбург.
Срещата бе по повод предстоящото българско председателство на Комитета на Министрите (КМ) на Съвета на Европа, което започва на 10 ноември тази година.
Джема Грозданова връчи на председателя на ПАСЕ текст на проект на декларация по повод 40-тата годишнина от приемането на Заключителния акт от Хелзинки. Текстът е подкрепен от председателите на всички политически групи в ПАСЕ – на Европейската народна партия, на либералите, на консерваторите, на обединената европейска левица и от новоизбрания председател на групата на социалистите.
Документът бе подписан и от председателя на Комисията по политически въпроси, както и от ръководителите на националните делегация на Германия и Унгария.
Декларацията ще бъде обсъдена и гласувана от Постоянния комитет на ПАСЕ, който ще заседава на 27 ноември в София.
Целта е да се  потвърдят принципите, върху които се основава обединението в Европа и които не трябва да бъдат нарушавани или поставяни под съмнение, с оглед на последните политически събития.
Принципите, залегнали в Хелзинския заключителен акт, са фундаментални за европейското сътрудничество и единство и са  широко приети от държавите като основа на съвременните международни отношения, а именно – суверенно равенство, спазване на присъщите на суверенитета права, въздържане от заплаха и използване на сила, ненарушимост на границите, териториален интегритет на държавите, мирно решаване на споровете, сътрудничество между страните, добронамерено изпълнение от страните на задълженията им по международното право и др.
По време на сесията се проведе оспорван избор за генерален секретар на ПАСЕ.
Преизбран бе Войчех Савицки от Полша със 140 гласа срещу сръбския кандидат г-жа Светислава Булаич – 108 гласа.
На същата сесия групата на ЕНП определи своя кандидат за Президент на ПАСЕ, който ще бъде избран на следващата сесия на Асамблеята през януари 2016г.
Със 75 гласа Педро Аграмун от Испания спечели срещу бившия президент на пАСЕ Жан-Клод Миньон от Франция, който беше подкрепен от 30 членове на групата на ЕНП.

Madam President,

The forthcoming Bulgarian Chairmanship of the Committee of Ministers of the Council of Europe will take place from the 10th of November 2015 until 18th of May 2016. Traditionally, in the beginning of the Bulgarian Chairmanship, the sittings of the Bureau of the Assembly and the Standing Committee are going to be held in Sofia, hosted by the Bulgarian National Assembly.

As chairperson of the Bulgarian delegation, I would like to table through you a Motion for a Declaration “The 40th Anniversary of the Helsinki Final Act and the Foundations of European Unity”, which I propose to be included in the Agenda of the Standing Committee for its meeting in Sofia.

In accordance with the Rules, I am attaching herewith the English and the French versions of the text.

I believe that recalling the values and principles, which are among the foundations of our European Unity, and have brought peace and cooperation to the European continent, would help us face together the new challenges of our times.

40-ТА ГОДИШНИНА ОТ ПОДПИСВАНЕТО НА ХЕЛЗИНКСКИЯ ЗАКЛЮЧИТЕЛЕН АКТ И ОСНОВИТЕ НА ЕВРОПЕЙСКОТО ЕДИНСТВО

Предложение за декларация, внесено от Джема Грозданова - ръководител на Българската делегация и други членове на Асамблеята

Парламентарната Асамблея,

Като припомня, че решавайки да създадат Съвета на Европа на 5 май 1949 г. бащите-основатели на Европа са били истински убедени, че стремежът към мир, основаващ се на справедливост и международно сътрудничество, е от жизненоважно значение за опазването на човешкото общество и цивилизация;

Като взема предвид член 3 от Статута на Съвета на Европа, в който се посочва, че членовете на Съвета следва да приемат да си сътрудничат искрено и ефективно за реализирането на основната цел на организацията;

Като подчертава значението на Хелзинкския заключителен акт за европейското единство и сътрудничество на базата на залегналите в него фундаментални принципи, широко приети от държавите като основа на съвременните международни отношения;

Като изразява убеденост, че текущите политически предизвикателства, пред които е изправена Обединена Европа днес, трябва да се разглеждат и решават в съответствие с тези принципи;

Като потвърждава категорично принципите, върху които се основава обединението между всички единомислещи държави в Европа и които не трябва да бъдат нарушавани или поставяни под съмнение от последните политически събития в Европа,

Декларира,

Твърдата си решимост да продължи да защитава нашите общи ценности, донесли мир и сътрудничество на Европейския континент.

The 40th Anniversary of the Helsinki Final Act and the Foundations of European Unity

Motion for a Declaration              

tabled by Dzhema Grozdanova, Chairperson of the Bulgarian Delegation and other 

members of the Assembly      

                          

The Parliamentary Assembly,

Recalling that when the European founding fathers decided to establish the Council of Europe on the 5^th of May 1949, they were truly convinced that the pursuit of peace based upon justice and international cooperation is vital for the preservation of human society and civilization;

Taking into account Article 3 of the Statute of the Council of Europe which states that its members have to accept to collaborate sincerely and effectively in the realization of the aim of the Council;

Underlining the importance of Helsinki Final Act for the European unity and cooperation based on its fundamental principles, widely agreed by the states as the foundation for contemporary international relations;

Convinced, that the current political challenges, facing United Europe today, should be addressed in accordance with these principles;

Reaffirming strongly the principles on which the unification of all like-minded countries in Europe is based and which must not be violated or contested by the recent political events in Europe,

Declares,

Its firm dedication to further defend our common values that have brought peace and cooperation to the European continent.

Presidente de la délégation bulgare et d'autres membres de l' Assemblée

L'Assemblée parlementaire,

Rappelant que lorsque les pères fondateurs de l'Europe ont décidé le 5 mai 1949 de la création du Conseil de l'Europe, ils étaient vraiment convaincus que la poursuite de la paix fondée sur la justice et la coopération internationale est essentielle pour la préservation de la société humaine et de la civilisation;

Tenant compte de l'article 3 du Statut du Conseil de l'Europe qui stipule que chacun de ses membres doit accepter de collaborer sincèrement et efficacement à la réalisation de l'objectif de l'organisation

Soulignant l'importance de l'acte final d'Helsinki pour l'unité et de la coopération Européennes en raison de ses principes fondamentaux largement reconnus par les États comme la base des relations internationales contemporaines.

Convaincus que les défis politiques actuels auxquels l’Europe unifiée est confrontée aujourd'hui doivent être traités conformément à ces principes

Réaffirmant avec force les principes sur lesquels est fondée l'unification européenne de tous les pays ayant la même vision de l'Europe, qui ne doivent pas être violés ou contestés par les événements politiques récents en Europe

Déclare :

Son engagement ferme à travailler pour la défense de nos valeurs communes qui ont apporté la paix et la coopération au continent européen

Article 60.1 Le Bureau peut octroyer le statut d'invité spécial à des Parlements nationaux d'États européens non membres qui ont signé l'Acte final d'Helsinki du 1^er août 1975, la Charte de Paris pour une nouvelle Europe du 21 novembre 1990, accepté les autres instruments adoptés au cours des conférences de l'OSCE, et qui ont signé et ratifié les deux pactes des Nations Unies du 16 décembre 1966 relatifs aux droits civils et politiques et aux droits économiques, sociaux et culturels.

Rule 60.1 The Bureau may grant special guest status to national parliaments of European nonmember states which have signed the Helsinki Final Act of 1 August 1975 and the Charter of Paris for a New Europe of 21 November 1990; accepted the other instruments adopted at the OSCE conferences; and signed and ratified the two United Nations Covenants of 16 December 1966 on Civil and Political Rights and on Economic, Social and Cultural Rights.
