В Комитета на Министрите заседават Министрите на външните работи на страните-членки на Съвета на Европа, а когато те отсъстват ги замествата съответните посланици.

Във въпроса се иска становището на Комитета на Министрите на Съвета на Европа по Декларацията приета единодушно от ПАСЕ на 27 ноември 2015г. в София, за потвърждаване на принципите на европейското единство и сътрудничество, като за целта се свика Четвъртата в историята организацията среща на Държавните глави и ръководителите на правителства на 47-те страни-членки.
Това е поредната българска инициатива свързана с консолидацията на Обединена Европа за справяне с предизвикателствата пред които е изправен старият континент.

На 8 март т.г. Комисията по политически въпроси и демокрация на ПАСЕ определи докладчик по темата, което ще даде възможност на депутатите да представят пред държавните глави своята гледна точка по обсъжданите въпроси.
За докладчик е определен италианецът Микеле Николети, председател на социалистическата група в ПАСЕ.

The
Parliamentary Assembly, meeting in Sofia today, recalls the aim of the Council
of Europe’s founding fathers who, in the aftermath of the horror of the Second
World War, established this Organisation in order to “achieve a greater unity
between its members for the purpose of safeguarding and realising the ideals
and principles which are their common heritage”. As Article 3 of the
Organisation’s Statute expressly spells out, its members have to collaborate
sincerely and effectively in the realisation of precisely this aim.
Paying
tribute to the 40th Anniversary of the Helsinki Final Act, the Assembly wishes
to underline the important role its signature played in bringing to an end the
Cold War. It recognises this agreement as a testament to what is possible when
States make a concerted effort to set aside differences and strive for common
understanding.
The
Assembly is indeed convinced that the numerous political challenges Europe is
facing today, both within and around its borders, call for a common response on
the basis of shared principles and values, dialogue, trust and solidarity. In
these critical moments, Council of Europe member States should focus on what
unites them rather than what divides them, and avoid raising new walls and
drawing dividing lines.
For
this purpose and recognising the key role the Council of Europe can play in
defending and promoting democratic security, the Parliamentary Assembly calls
for a Summit of Heads of State and Government in order for the member States to
reaffirm, at the highest political level, their commitment to the common values
and principles of democracy, human rights and the rule of law upheld by the
Organisation.

L’Assemblée parlementaire, réunie
aujourd’hui à Sofia, rappelle le but poursuivi par les pères fondateurs du Conseil de l’Europe qui, au lendemain
des atrocités de la Seconde Guerre mondiale, ont créé cette organisation en vue de «réaliser une
union plus étroite entre ses membres afin de sauvegarder et de promouvoir les idéaux et les principes
qui sont leur patrimoine commun». Ainsi que l’énonce expressément
l’article 3 du Statut de l’Organisation, ses membres
s’engagent à collaborer sincèrement et activement à lapoursuite de ce but
précis.
A l’occasion du 40e anniversaire de
l’Acte final d’Helsinki, l’Assemblée rend hommage à cet accord et souligne que sa signature a contribué de manière
importante à mettre fin à la Guerre froide.
L’Assemblée voit dans ce document un témoignage de ce qui est
possible lorsque des Etats s’efforcent conjointement de mettre de côté leurs différences et de parvenir à une
compréhension commune.
L’Assemblée est en effet convaincue que
les multiples défis politiques auxquels l’Europe est aujourd’hui confrontée, à l’intérieur de ses
frontières et dans son voisinage, appellent une réponse commune fondée sur des valeurs et des principes partagés,
le dialogue, la confiance et la solidarité. Dans ces moments décisifs, les Etats membres du Conseil de l’Europe
doivent se concentrer sur ce qui les unit, non sur ce qui les divise; ils doivent éviter d’ériger de nouveaux
murs et de créer de nouveaux clivages.
A cette fin, et reconnaissant le rôle
essentiel que le Conseil de l’Europe peut jouer dans la défense et la promotion de la sécurité démocratique,
l’Assemblée parlementaire appelle à la tenue d’un sommet des chefs d’Etat et de gouvernement afin que les
Etats membres réaffirment au plus haut niveau politique leur adhésion aux valeurs et aux principes communs de
la démocratie, des droits de l’homme et de la prééminence du droit
prônés par l’Organisation.
