Многобройни сигнали за реч на омразата и инциденти на враждебност, насочени към лица, принадлежащи към българското етническо малцинство в Република Северна Македония, са получени от Парламентарната асамблея, Европейската комисия срещу расизма и нетолерантността (ЕКРН) и Комисаря по правата на човека.
Борбата с речта на омразата и престъпленията от омраза е основно задължение на държавите членки на Съвета на Европа и изисква от властите да предприемат всеобхватни мерки, включително повишаване на осведомеността, обучение на правоприлагащите и съдебните органи, както и систематично събиране на дезагрегирани данни.
За съжаление, до момента не сме свидетели на никакви мерки, предприети от властите на Република Северна Македония за ограничаване на насилието срещу членовете на българската етническа общност.
Докладът на Асамблеята относно пост-мониторинговия диалог със Северна Македония (док. Doc. 16317, януари 2026 г., параграф 96) споменава, по отношение на положението на етническите българи, че „според доклада на ECRI от 2023 г. те понякога са жертви на реч на омразата, етикетирани са като „фашисти“ и са физически нападани. Докладът на ECRI споменава палеж срещу Българския културен център в Битоля на 4 юни 2024 г. и нападение срещу секретаря на Българския културен клуб в Охрид на 19 януари 2023 г.“.
На 2 ноември 2022 г. парламентът измени Закона за фондациите и сдруженията, за да отмени законната регистрация на организациите на етническите българи, което повдигна няколко правни въпроса, включително този за прилагане със задна дата (ретроактивното прилагане) на новите разпоредби.

Many reports of hate speech and incidents of hostility targeting persons belonging to the Bulgarian ethnic minority in the Republic of North Macedonia have been received by the Parliamentary Assembly, the European Commission against Racism and Intolerance (ECRI) and the Commissioner for Human Rights.
Combating hate speech and hate crime is a core obligation of Council of Europe member States and requires the authorities to adopt comprehensive measures, including awareness-raising, training of law enforcement and judicial authorities, as well the systematic collection of disaggregated data.
Unfortunately, we are not witnessing to date any measures taken by the authorities of the Republic of North Macedonia to restrain violence against the members of the Bulgarian ethnic community.
The Assembly report on the Post-monitoring dialogue with North Macedonia (Doc. 16317, January 2026, paragraph 96) mentions, with regard to the situation of ethnic Bulgarians, that “according to the 2023 ECRI report, they are sometimes victims of hate speech, labelled as "fascists" and physically attacked. The ECRI report refers to an arson attack against the Bulgarian Cultural Centre in Bitola on 4 June 2024 and an attack against the Secretary of the Bulgarian Cultural Club in Ohrid on 19 January 2023”.
On 2 November 2022, the parliament amended the Law on Foundations and Associations in order to overturn the legal registration of ethnic Bulgarians' organisations, which raised several legal issues, including that of retroactive application of the new provisions.

Is the Committee of Ministers ready to urge the authorities of the Republic of North Macedonia to adopt comprehensive measures to restrain the violence against the members of the Bulgarian ethnic community and to actively combat hate speech and hate crimes against Bulgarians?
What steps will the Committee of Ministers take in this respect?

L'Assemblée parlementaire, la Commission européenne contre le racisme et l'intolérance (ECRI) et le Commissaire aux droits de l'homme ont reçu de nombreuses informations faisant état de propos haineux et d'actes d'hostilité visant des personnes appartenant à la minorité ethnique bulgare en République de Macédoine du Nord.
La lutte contre les discours et les crimes de haine est une obligation fondamentale des États membres du Conseil de l'Europe et exige des autorités qu'elles adoptent des mesures globales, notamment des actions de sensibilisation, la formation des autorités répressives et judiciaires, ainsi que la collecte systématique de données ventilées.
Malheureusement, nous constatons à ce jour que les autorités de la République de Macédoine du Nord n’ont pris aucune mesure pour limiter les violences commises à l’encontre des membres de la communauté ethnique bulgare.
Le rapport de l'Assemblée sur le dialogue postsuivi avec la Macédoine du Nord (Doc. 16317, janvier 2026, paragraphe 96) mentionne que, «[s]elon le rapport de l’ECRI de 2023, les Bulgares sont parfois victimes de discours de haine, qualifiés de «fascistes» et agressés physiquement. Le rapport de l'ECRI fait mention d’un incendie criminel contre le centre culturel bulgare […de] Bitola le 4 juin 2022 et d’une attaque contre le secrétaire du centre culturel bulgare […d']Ohrid le 19 janvier 2023».
Le 2 novembre 2022, le parlement a modifié la loi sur les associations et fondations afin d'annuler l'enregistrement légal des organisations ethniques bulgares, ce qui a soulevé plusieurs questions juridiques, notamment celle de l'application rétroactive des nouvelles dispositions.
