Отговор на Писмен въпрос № 782 (Документ 15757)

1. 1. 4-тата Среща на Държавните глави и Ръководителите на правителства на Съвета на Европа, проведена в Рейкявик на 16 и 17 май 2023г., демонстрира европейското единство в отговор на агресията на Руската Федерация срещу Украйна, така както и обединението на страните-членки около ценностите на Съвета на Европа. Декларацията от Рейкявик, изготвена от Комитета на Министрите дава в т.ч. препотвърждаване на защитата на нашите демократични основи и реши да отговори на предизвикателствата спрямо правата на човека и върховенството на закона чрез подновяване на ангажираността на страните-членки към ценностите и принципите на Съвета на Европа, работейки чрез Комитета на Министрите, Парламентарната Асамблея и Конгреса на Местните и Регионалните власти. Тя също съдържа признаване на значението на измерението на Организацията за сътрудничество и ангажираността за засилване на ролята на Съвета на Европа в многостранната архитектура на Европа.
2. 2. Комитетът на Министрите признава иницииращата роля на Парламентарната Асамблея за организирането на Среща на най-високо равнище и приветства нейният ключов принос за резултатите на Срещата на най-високо равнище в Рейкявик. Комитетът се надява занапред да продължи своето добро сътрудничество с Парламентарната Асамблея в приложението на Декларацията от Рейкявик

1. The 4th Summit of Heads of State and Government of the Council of Europe, held in Reykjavík on 16 and 17 May 2023, demonstrated European unity in response to the aggression of the Russian Federation against Ukraine, as well as the unity of the member States around the values of the Council of Europe. The Reykjavík Declaration, prepared by the Committee of Ministers, provides in particular for a recommitment to protecting our democratic foundations, and resolves to counter challenges to human rights and the rule of law by renewing the member States’ commitment to the Council of Europe’s values and principles, working through the Committee of Ministers, the Parliamentary Assembly and the Congress of Local and Regional Authorities. It also contains a recognition of the importance of the co-operation dimension of the Organisation and a commitment to strengthening the role of the Council of Europe in the European multilateral architecture.
2. The Committee of Ministers recognises the initiating role of the Parliamentary Assembly for the organisation of a summit and welcomes its key contribution to the deliverables of the Reykjavík Summit. It looks forward to continuing its good co-operation with the Parliamentary Assembly in the implementation of the Reykjavík Declaration.

На 27 ноември 2015г. в София, Постоянната Комисия на Парламентарната Асамблея прие Декларация призоваваща за свикване на Среща на държавните глави и ръководителите на правителства на страните-членки на Съвета на Европа за да препотвърдят на най-високо възможно ниво своите ангажименти към общите ценности и принципи на Европейското единство и сътрудничество.
Четвъртата среща на най-високо ниво на Съвета на Европа ще се проведе на 16-17 май 2023г. в Рейкявик. Това ще бъде форум, който цели да засили ролята на Съвета на Европа в Европейската политическа архитектура и да препотвърди основите на мултилатерализма.
За Европейския процес е важно не само да се дискутира скоростта на развитието на страните-членки, но по-важно е да се препотвърди финалната цел и дестинацията на този процес, така както той е виждан от отците-основатели и да се засилят принципите на Европейското единство и сътрудничество.

On 27 November 2015 in Sofia, the Standing Committee of the Parliamentary Assembly adopted a Declaration calling for a Summit of the Heads of State and Government of the Council of Europe member States in order to reaffirm, at the highest political level, their commitment to the common values and principles of European unity and co-operation. The Fourth Summit of the Council of Europe is going to take place on 16-17 May 2023 in Reykjavik. lt will be a forum which aims to strengthen the role of the Council of Europe in the European political architecture and to reshape the foundations of multilatera lism.
It is important for the European process not only to discuss the speed of development of member States, but more importantly to reaffirm the final goal and destination of this process, as envisaged by the European Founding Fathers, and to strengthen the principles of European unity and co-operation.

What are the commitments of the Committee of Ministers to include in the Agenda of the Summit the discussion about reaffirmation of European unity, co-operation and how to reshape more efficiently the foundations of multilateralism?

Le 27 novembre 2015 à Sofia, la Commission permanente de l’Assemblée parlementaire a adopté une Déclaration appelant à la tenue d’un Sommet des Chefs d’État et de gouvernement des États membres du Conseil de l'Europe pour qu’ils réaffirment, au plus haut niveau politique, leur adhésion aux valeurs et aux principes communs de l’unité et de la coopération européennes. Le Quatrième Sommet du Conseil de l'Europe, les 16 et 17 mai 2023 à Reykjavik, servira de forum pour renforcer le rôle du Conseil de l'Europe dans l’architecture politique européenne et remodeler les fondements du multilatéralisme.
L’important dans ce processus européen n’est pas tant de discuter de la vitesse du développement des États membres que de réaffirmer surtout l’objectif et la finalité ultimes de ce processus tel que l’envisageaient les pères fondateurs de l’Europe, et de renforcer les principes de l’unité et de la coopération européennes.

Quels sont les engagements du Comité des Ministres pour inscrire à l’ordre du jour du Sommet le débat visant à réaffirmer l’unité et la coopération européennes et à repenser plus efficacement les fondements du multilatéralisme?
