На 27 ноември 2015г. в София, Постоянната Комисия на Парламентарната Асамблея прие Декларация призоваваща за свикване на Среща на държавните глави и ръководителите на правителства на страните-членки на Съвета на Европа за да препотвърдят на най-високо възможно ниво своите ангажименти към общите ценности и принципи на Европейското единство и сътрудничество.
Четвъртата среща на най-високо ниво на Съвета на Европа ще се проведе на 16-17 май 2023г. в Рейкявик. Това ще бъде форум, който цели да засили ролята на Съвета на Европа в Европейската политическа архитектура и да препотвърди основите на мултилатерализма.
За Европейския процес е важно не само да се дискутира скоростта на развитието на страните-членки, но по-важно е да се препотвърди финалната цел и дестинацията на този процес, така както той е виждан от отците-основатели и да се засилят принципите на Европейското единство и сътрудничество.

On 27 November 2015 in Sofia, the Standing Committee of the Parliamentary Assembly adopted a Declaration calling for a Summit of the Heads of State and Government of the Council of Europe member States in order to reaffirm, at the highest political level, their commitment to the common values and principles of European unity and co-operation. The Fourth Summit of the Council of Europe is going to take place on 16-17 May 2023 in Reykjavik. lt will be a forum which aims to strengthen the role of the Council of Europe in the European political architecture and to reshape the foundations of multilatera lism.
It is important for the European process not only to discuss the speed of development of member States, but more importantly to reaffirm the final goal and destination of this process, as envisaged by the European Founding Fathers, and to strengthen the principles of European unity and co-operation.

What are the commitments of the Committee of Ministers to include in the Agenda of the Summit the discussion about reaffirmation of European unity, co-operation and how to reshape more efficiently the foundations of multilateralism?

Le 27 novembre 2015 à Sofia, la Commission permanente de l’Assemblée parlementaire a adopté une Déclaration appelant à la tenue d’un Sommet des Chefs d’État et de gouvernement des États membres du Conseil de l'Europe pour qu’ils réaffirment, au plus haut niveau politique, leur adhésion aux valeurs et aux principes communs de l’unité et de la coopération européennes. Le Quatrième Sommet du Conseil de l'Europe, les 16 et 17 mai 2023 à Reykjavik, servira de forum pour renforcer le rôle du Conseil de l'Europe dans l’architecture politique européenne et remodeler les fondements du multilatéralisme.
L’important dans ce processus européen n’est pas tant de discuter de la vitesse du développement des États membres que de réaffirmer surtout l’objectif et la finalité ultimes de ce processus tel que l’envisageaient les pères fondateurs de l’Europe, et de renforcer les principes de l’unité et de la coopération européennes.
