Лъчезар Благовестов Тошев (Latchezar Toshev) е български политик и народен представител от Съюза на демократичните сили (СДС) в 36-то, 37-то, 38-то 39-то, 40-то и 41-то Народно събрание.

Роден е на 10 октомври 1962 г. в Свищов. Завършва специалност „Молекулярна биология“ в Софийския университет. Работи в институтите по молекулярна биология и по клетъчна биология и морфология към БАН.

От 1989  г. е член на Екогласност и СДС. Народен представител от СДС в 36-то, 37-то, 38-то 39-то, 40-то и 41-то Народно събрание. Председател на парламентарната комисия по околната среда и водите в 38-то Народно събрание (1997–2001). Председател на парламентарната комисия по правата на човека и вероизповеданията в 39-то Народно събрание (2001–2005). Член на парламентарната комисия по външна политика в 360-то, 37-то и 38-то Народно събрание.

От 1992 до 2005  г. е член на Парламентарната асамблея на Съвета на Европа (ПАСЕ), като от 1998 до 2000 г. е неин вицепрезидент. В периода 1992-1997 г. е член на фракцията на Европейските Демократи и вицепрезидент на групата в продължение на три години. След превръщането на СДС в партия през 1997 г. и ориентацията към Европейската народна партия, напуска групата и от 25 юни 1997 до 3 октомври 2005 г. е член на Групата на Европейската Народна Партия /Християндемократи в ПАСЕ. От септември 1997 г. до октомври 2005 г. е вицепрезидент на групата. От 1997 до 2001  г. е ръководител на делегацията на България в ПАСЕ. През 2006  г. е награден с медал „За заслуги“ на ПАСЕ и статут на почетно асоцииран към Асамблеята.

От юли 2005 г. в продължение на 3 години работи като главен експертен сътрудник в кабинета на Заместник Председателя на 40-тото Народно събрание Филип Димитров. На 17 юли 2008 с решение на ЦИК е обявен за избран за народен представител в 40 Народно събрание.

На Изборите за Европейския парламент през 2007 е включен в листата на СДС, но партията получава 4,74% от гласовете и остава без евродепутати.

На Изборите за Европейски парламент през 2009 е кандидат-депутат от листата на Синята коалиция.

Избран за народен представител в 41 Народно събрание на изборите от 5 юли 2009г.в листата на Синята коалиция.

От 28 септември 2009г. до 29 септември 2013г. отново е член на ПАСЕ, Заместник Председател на българската делегация в Асамблеята и Вицепрезидент на групата на Европейската Народна Партия / Християндемократи.
От 30 септември 2013г. е възобновено почетното му асоцииране към ПАСЕ.
 На 6 август 2013г. с указ на Президента на Унгария Янош Адер е награден с унгарския Кавалерски кръст на Ордена за заслуги.

Latchezar Toshev (Latchezar Blagovestov Toshev) is a Bulgarian politician and Member of the Bulgarian Parliament for 6 consecutive legislatures of the National Assembly—36th, 37th, 38th, 39th, 40th, and 41st.

He was born on October 10, 1962, in the town of Svishtov, Bulgaria. He graduated from the Sofia University “St. Kliment Ohridski” in 1985 as a Master of Molecular Biology and Molecular Genetics. His professional career began in the Institute of Molecular Biology at the Bulgarian Academy of Sciences (1985-1989) and the Institute of Cell Biology and Morphology at the Bulgarian Academy of Sciences (1989-1991). 

In 1989 he became a member of the Ecoglasnost Movement, one of the very first informal NGOs in Bulgaria, and then of the Union of Democratic Forces (UDF), a democratic coalition composed of several movements and parties including Ecoglasnost." In 1991 he was elected Member of Parliament in the lists of UDF and reelected in 6 consecutive legislatures of the Bulgarian National Assembly, always in the lists of UDF. He was a member of the Parliamentary Committee on Foreign Affairs (1991-2005), Chairman of the Parliamentary Committee on Environment and Waters (1997-2001), Chairman of the Parliamentary Committee on Human Rights and Religious Denominations (2001-2005), Chairman of the Ad-Hoc Committee on Ratification of the Council of Europe Framework Convention for Protection of National Minorities, Member of the Ad-Hoc Committee on Ratification of the Treaty on Adhesion of Bulgaria to EU (2005). 

He was Member of PACE, Parliamentary Assembly of the Council of Europe (1992-2005 and 2009-2013), Vice-President of the Assembly (1998-2000), and Deputy Chairman of the Committee on Political Affairs of the Assembly (1998-2001 and 2005). Representative of PACE to the Board of the International Institute for Democracy (Joint Initiative of European Parliament and PACE) 2004-2005.

In the Assembly at first he was a member of European Democrats Group 1992-1997 and its Deputy Chairman 1993-1997. After transformation of the Coalition UDF into a single party on June 25, 1997 he became a member of the EPP Group (European Peoples Party/Christian Democrats Group) and almost immediately was elected as its Vice-President (1997-2005 and 2009-2013). From 1997 to 2001 he was Head of the Bulgarian Delegation to PACE and from 2009 to 2013 he was a Deputy Head of the Delegation to PACE (2009-2013).  In 2006 he was awarded the Medal Pro Merito of the Parliamentary Assembly of the Council of Europe and declared Honorary Associate of the Assembly.

 In the period from 2005 to 2008 he worked as Chief Expert in the Office of the Deputy Speaker of the Bulgarian National Assembly Rt. Hon. Philip Dimitrov.  On July 17, 2008 he again became an MP. He was reelected once again as MP (July 5, 2009 to March 15, 2013).

In the first Bulgarian elections for European Parliament he was a candidate in second place on the UDF list, but the party won only 4.74% of the votes and no one was elected. He was nominated for the European election again in 2009, but also was not elected. In the national parliamentary elections later in the same year, 2009, he was reelected as MP in the National Assembly. Since May 1, 2015, he served as Chief Expert of the Parliamentary Committee on Foreign Affairs with a main focus of activities on the Parliamentary dimension of the Bulgarian Chairmanship of the Committee of Ministers of the Council of Europe. On August 6, 2013 the President of Hungary Janos Ader awarded him the Knights Cross of the highest Hungarian Orderthe Order of Merit.
