Български депутати (от ГЕРБ) са подкрепили проекта на консерваторите!
Проектът на либералите не е подписан от български депутат, въпреки,че в групата им от България членуват депутатите на ДПС.

Suspension of the voting rights of the Russian delegation (Rule 9 of the Rules of Procedure of the Assembly)

This motion has not been discussed in the Assembly and commits only those who have signed it.
The undersigned members of the Parliamentary Assembly, holding firmly to the founding ideals and principles of the Council of Europe as well as to the binding procedures set up by the Assembly to achieve a greater unity between its member States for the purpose of safeguarding and realising these ideals and principles, are seriously concerned about the persistent failure by the Russian Federation to honour its obligations and commitments.
The conflict in Ukraine fully demonstrates the relevance of ever more extensive European construction and it is for the Council of Europe a key player in that construction, to adopt a stance in line with its principles and values.
The actions of Russian military forces in the Crimea peninsula, as well as explicit threats of military actions in the rest of Ukraine’s territory, are in direct violation of international law, including the UN Charter, the OSCE Helsinki Final Act, the Statute of the Council of Europe, as well as Russia’s accession commitments.
Furthermore, the use of armed forces on the territory of Ukraine was authorized by the Federation Council of Russia on 1 March 2014.
Aware of the potential consequences of such situation for the stability and peace in Europe, we call for a firmer response against a policy based on show of force and provocation. The risk of uncontrolled chain reactions and fears of the existence of a broader-reaching strategy than the one operated in Ukraine and especially in the Crimea are a grave threat to international security.
In 2000 the voting rights of the Russian delegation was suspended due to the Russian military activities in Chechnya. This time Russian military has violated the territorial integrity of Ukraine, and this must have immediate consequences. Both actions cannot be accepted and they are in direct contradiction with the ideas and values of the Council of Europe.
In the light of the above, the undersigned demand the Assembly to – on the basis of Rule 9.1.a. of the Rules of Procedure of the Assembly - suspend the voting rights of the Russian delegation.

Les membres soussignés de l’Assemblée parlementaire, fermement attachés aux idéaux et principes fondateurs du Conseil de l’Europe, ainsi qu’aux procédures contraignantes établies par l’Assemblée pour réaliser une union plus étroite entre ses Etats membres afin de sauvegarder et de promouvoir ces idéaux et principes, sont très préoccupés par le manque de respect persistant, par la Fédération de Russie, de ses obligations et engagements.
Le conflit en Ukraine montre combien il est nécessaire de poursuivre encore la construction européenne. Il appartient au Conseil de l’Europe, qui est l’un des principaux artisans de cette construction, d’adopter une position qui soit conforme à ses principes et valeurs.
Les actions menées par les forces militaires russes dans la péninsule de Crimée, ainsi que les menaces explicites d’actions militaires dans le reste du territoire ukrainien, constituent une violation directe du droit international, notamment de la Charte des Nations Unies, de l’Acte final d’Helsinki de l’OSCE et du Statut du
Conseil de l’Europe, ainsi que des engagements souscrits par la Russie lors de son adhésion. De plus, l’intervention de forces armées sur le territoire de l’Ukraine a été autorisée par le Conseil de la Fédération de Russie le 1er mars 2014.
Conscients des conséquences potentielles d’une telle situation pour la stabilité et la paix en Europe, nous préconisons de réagir plus fermement à une politique fondée sur la démonstration de force et la provocation.
Le risque de réactions en chaîne incontrôlées et la crainte de la mise en œuvre d’une stratégie plus vaste que celle qui est appliquée en Ukraine, et plus particulièrement en Crimée, font peser une grave menace sur la
sécurité internationale.
En 2000, les droits de vote de la délégation russe avaient été suspendus à cause des activités militaires russes en Tchétchénie. Cette fois, les forces armées russes ont violé l’intégrité territoriale de l’Ukraine; cette violation
doit avoir des conséquences immédiates. Les deux initiatives sont inacceptables et en contradiction directe avec les idéaux et les valeurs du Conseil de l’Europe.
Compte tenu de ce qui précède, les soussignés demandent à l’Assemblée de suspendre les droits de vote de la délégation russe, sur la base de l’article 9.1.a. du Règlement de l’Assemblée.
