Madam President,
Dear colleagues,
On
behalf of the EPP Group, I would like to congratulate sincerely the Rapporteur
Mr. Andreas Nick, as well as the Secretariat of the Committee on Political
Affairs and Democracy for the promptly prepared Report and for the proposed
Draft Resolution, which our group is backing firmly.
Last
November I had the opportunity to visit Ukraine on a mission in my
capacity as one of the two Rapporteurs of the Monitoring Committee.
That is
why I would like to start by saying that our Assembly without any ambiguity has always reiterated its support
for the sovereignty and territorial integrity of Ukraine within its
internationally recognized borders.
The
attack on Ukrainian vessels by Russian forces in the Kerch Strait is in fact a
direct clash between Russia and Ukraine, which is affecting European security
as a whole, and which caused significant deterioration of the situation in and
around the Black Sea.
I would
like to underline strongly that this act of aggressive behavior is not only an
unacceptable act done by one member-state of the Council of Europe, namely the
Russian Federation, but it constitutes a clear violation of International law,
as well as of the bilateral agreements signed and duly ratified by both Russia
and Ukraine in 2003 and 2004.
I
also call for the immediate release of all the Ukrainian servicemen and to
grant them the necessary legal and consular assistance.
The
Russian authorities should provide appropriate medical care - without further
delay, to the three Ukrainian servicemen, who have been wounded.
Our
position is that the Kerch Strait has to remain open for free navigation of all
types of Ukrainian and Russian ships, and for the all merchant ships of third
states as well.
To
delay by three to six days the passage of the Kerch Strait due to a
selective search of all Non-Russian ships is also totally unacceptable for us.
It
clearly violates maritime law and especially the UN Convention on
the Law of the Sea, to which both Russia and Ukraine have been parties for over 20
years.
I
call upon all the Council of Europe member-states, as members of our common
European family, to contribute as much as they can, in order to calm down the
tensions in this area and to prevent further escalation of the conflict.
On
behalf of the EPP Group, I would like to call upon the Russian authorities to
respect international and bilateral pacts agreed to this end.
