Днес Комитетът на Министрите на Съвета на Европа взе решение да изключи Русия от Съвета на Европа. Решението е взето след вчерашното единодушно решение на Парламентарнтата Асамблея на Съвета на Европа (ПАСЕ).
Изключването на Русия влиза в сила от днес!
От днес страните-членки на Съвета на Европа от 47 вече са 46.
Снощното заявление на Руската Федерация, че напуска Съвета на Европа е прието от Комитета на Министрите само за сведение.
Съгласно правилата на организацията след такова заявление следва дълга процедура, за която Русия вече е закъсняла.
Напускането на Съвета на Европа не става автоматично само с едно заявление.
Ето защо Русия не е напуснала Съвета на Европа по свое желание, а е била изключена!
Страни-агресори не могат да членуват в Съвета на Европа, където участват само държави, които желаят вместо войни да има сътрудничество между страните и споровете да се решават само по мирен начин.
След днешното решение на Комитета на Министрите знамето на Руската Федерация беше смъкнато от пилона пред Двореца на Европа в Страсбург.

The Committee of Ministers,
Reaffirming that the aggression of the Russian Federation against Ukraine constitutes a serious violation by the Russian Federation of its obligations under Article 3 of the Statute of the Council of Europe;
Recalling its decision of 25 February 2022 (CM/Del/Dec(2022)1426ter/2.3) by which, following an exchange of views with the Parliamentary Assembly in the Joint Committee, it decided to launch the procedure provided by Article 8 of the Statute of the Council of Europe and agreed to suspend the Russian Federation from its rights of representation in the Council of Europe, in accordance with its relevant Resolution CM/Res(2022)1 on legal and financial consequences of the suspension;
Recalling also its decision on 10 March 2022 (CM/Del/Dec(2022)1428bis/2.3) to consult the Parliamentary Assembly on potential further use of Article 8 of the Statute of the Council of Europe, and Opinion No. 300 of the Parliamentary Assembly, unanimously adopted on 15 March 2022, which considered that the Russian Federation can no longer be a member State of the Organisation;
Noting that by a communication dated 15 March 2022, the Government of the Russian Federation informed the Secretary General of its withdrawal from the Council of Europe in accordance with the Statute of the Council of Europe and of its intention to denounce the European Convention on Human Rights,
Decides, in the context of the procedure launched under Article 8 of the Statute of the Council of Europe, that the Russian Federation ceases to be a member of the Council of Europe as from 16 March 2022.

Le Comité des Ministres,
Réaffirmant que l'agression de la Fédération de Russie contre l'Ukraine constitue une violation grave par la Fédération de Russie de ses obligations au titre de l'Article 3 du Statut du Conseil de l'Europe ;
Rappelant sa décision du 25 février 2022 (CM/Del/Dec(2022)1426ter/2.3) par laquelle, à la suite d'un échange de vues avec l'Assemblée parlementaire au sein du Comité mixte, il a décidé d’engager la procédure prévue à l’Article 8 du Statut du Conseil de l’Europe et est convenu de suspendre la Fédération de Russie de ses droits de représentation au Conseil de l'Europe, conformément à sa Résolution pertinente CM/Res(2022)1 sur les conséquences juridiques et financières de la suspension ;
Rappelant également sa décision du 10 mars 2022 (CM/Del/Dec(2022)1428bis/2.3) de consulter l'Assemblée parlementaire sur une potentielle future utilisation de l'Article 8 du Statut du Conseil de l'Europe, et l'Avis n° 300 de l'Assemblée parlementaire, adopté à l’unanimité le 15 mars 2022, qui considère que la Fédération de Russie ne peut plus être un État membre de l’Organisation ;
Notant que par une communication en date du 15 mars 2022, le Gouvernement de la Fédération de Russie a informé la Secrétaire Générale de son retrait du Conseil de l'Europe conformément au Statut du Conseil de l'Europe et de son intention de dénoncer la Convention européenne des droits de l'homme,
Décide, dans le cadre de la procédure lancée en vertu de l'Article 8 du Statut du Conseil de l'Europe, que la Fédération de Russie cesse d'être membre du Conseil de l'Europe à compter du 16 mars 2022.

Препотвърждавайки, че агресията на Руската Федерация срещу Украйна представлява сериозно нарушение от Руската Федерация на нейните задължение съгласно чл.3 от Статута на Съвета на Европа
Позовавайки се на своето решение от 25 февруари 2022г. (CM/Del/Dec(2022)1426ter/2.3) чрез което, след обмяна на мнения с Парламентарната Асамблея на Съвета на Европа в Смесения комитет, реши да стартира процедурата посочена в чл. 8 от Статута на Съвета на Европа и прие решение да суспендира Руската Федерация от нейните права за представителство в Съвета на Европа в съответствие със своята резолюция CM/Res(2022)1 за правните и финансовите последици от суспендирането.
Позовавайки се на своето решение от 10 март 2022г. (CM/Del/Dec(2022)1428bis/2.3) да консултира Парламентарната Асамблея за възможно бъдещо прилагане на чл.8 от Статута на Съвета на Европа и Становище № 300 на Парламентарната Асамблея единодушно прието на 15 март 2022г. според което Руската Федерация не може да продължи да бъде страна-членка на Организацията
Отбелязвайки, че чрез кореспонденция от 15 март 2022г. Правителството на Руската Федерация информира Генералния секретар за своето оттегляне от Съвета на Европа съгласно Статута на Съвета на Европа и намерението си да денонсира Европейската Конвенция за защита правата на човека
РЕШИ в съответствие със започналата процедура по чл.8 от Статута на Съвета на Европа, че Руската Федерация представа да бъде член на Съвета на Европа от 16 март 2022г.
