PACE strongly supports Ukraine’s territorial integrity and national sovereignty

Strasbourg, 07.03.2014 - The Standing Committee of the Parliamentary Assembly of the Council of Europe (PACE), meeting today in Paris, expressed its full support for the territorial integrity and national unity of Ukraine. It therefore strongly condemned the violation by the Russian Federation of the country’s sovereignty and territorial integrity. The actions of Russian military forces in the Crimean peninsula, as well as explicit threats of military actions in the rest of Ukraine’s territory, are in direct violation of international law, including the UN Charter, the OSCE Helsinki Final Act, the Statute of the Council of Europe, as well as Russia’s accession commitments.
The Standing Committee is especially concerned that the Council of Federation authorised the Russian President to use military force in the Crimea and it regrets the statements by both houses of the Russian parliament that supported calls for separatism and secessionism in an already tense region.
The Assembly expresses its full support for the legitimate new authorities in Kyiv and commends them for their restraint. It urges the authorities to refrain from any actions and rhetoric that could divide the Ukrainian society and undermine national unity. In order to strengthen national unity and the democratic development of the country, it is now important that as soon as possible a new constitution is adopted that is fully in line with Council of Europe standards and an early presidential election is held, followed by early parliamentary elections when the situation allows.
The Assembly stands ready to assist the Ukrainian authorities, and especially the Verkhovna Rada, in these processes.

Заседанието на Постоянната Комисия на ПАСЕ в зала "Ламартин" на Националната Асамблея на Франция

Постоянната Комисия на Парламентарната Асамблея на Съвета на Европа (ПАСЕ) на заседанието си днес в Париж, изрази своята пълна подкрепа за териториалната цялост и националното единство на Украйна. Освен това тя силно осъди нарушението от Руската Федерация на държавния суверенитет и териториалната цялост на страната.
Действията на руските военни сили на Кримския полуостров, както и експлицитните заплахи с военни действия на останалата украинска територия са в пряко нарушение на международното право, вкл. на Хартата на ООН, финалния Хелзински акт на ОССЕ, на Статута на Съвета на Европа, както и на ангажиментите поети от Русия при приемането и в Съвета на Европа.
Постоянната комисия е особено разтревожена от това,че Федералният съвет упълномощи руския президент да използва военна сила в Крим и съжалява за позициите изразени и от двете камари на руският парламент в подкрепа на призивите за сепаратизъм и сицесионизъм в един регион, в който вече съществува напрежение.
Асамблеята изразява пълната си подкрепа за новите легитимни власти в Киев и ги поздравява за тяхната сдържаност! Призовава властите да се въздържат от действия и реторика, които биха разделяли украинското общество и отслабили националното единство. За да се засили националното единство и демократичното развитие на страната е важно, колкото може по-скоро да се приеме нова Конституция, в пълно в съответствие със стандартите на Съвета на Европа и да се проведат предсрочни президентски избори, последвани от предсрочни парламентарни избори, когато ситуацията го позволи! Асамблеята е готова да помогне на украинските власти и по-специално на Върховната рада в тези процеси!

 Anne Brasseur discusses Ukraine with UN Secretary-General Ban Ki-moon

PACE President Anne Brasseur met with UN Secretary General Ban Ki-moon to discuss the crisis developing between Russia and Ukraine over Crimea.
“We spoke about the important roles of the UN and the Council of Europe in keeping avenues of dialogue open between the parties,” said Ms Brasseur. “Rhetoric should not be allowed to rule the day. We agreed that both organisations must use their greatest strengths – namely the power of diplomacy – to bring the parties to the table to find solutions.”
A number of other issues were discussed, the President said, including the consequences of the Arab Spring, the crisis in Syria and the backlash in Europe against migrants and Roma.
Ms Brasseur also highlighted the importance of not diluting human rights standards, stressing that Council of Europe conventions – such as the European Convention against Trafficking and the European Convention on Preventing Violence against Women and Domestic Violence – were open to everyone, and that lower standards should not be negotiated.
